Mississippi ticket paying/prices?

so my 21 year old BF was pulled over about two weeks ago for running a YELLOW light, got a ticket for no insurance, he got insurance and has to go to court later on this month.
now today he got pulled over for doing a hundred in a seventy or seventy five and got popped, they ticketed him for outdated inspection and speeding.
what do these ticket prices usually run? and…
He is not sure how he can pay for these last two tickets, is there anyway he can get the prices lowered or even completly gone?
We are in Northern Mississippi.
He does not have a record at all, never arrested, very few tickets if any, till this month that is.
I don’t know how you can get out of it unless you know the guy pulling you over, but in MS an expired inspection sticker is a $150 fine.
