I live in Nebraska and when I was a juvenile I was caught shoplifting. I am now an adult. I did not go to court, but i was put through a diversion program. They said I will be charged, but not convicted. Will this show on my record? If it does will I still be able to join?

It starts with things like graffiti and fights, exacerbated by boredom, says Mesquite resident Arturo Uribe, 38, who has a young son and daughter. Uribe knows most of the gangsters there and in neighboring La Mesa, who he says range in age from “third grade to 44 years old.”

In 2008, the city witnessed 385 gang-related incidents, including a homicide, three armed robberies, four assaults on police officers, 23 drive-by shootings and 49 shootings and stabbings, according to the Las Cruces police. One multi-agency county sweep in August 2007 resulted in 129 arrests and information being gathered on more than 300 known gang members. But sheriff’s officers and police caution that estimates of gangs and their members are fluid and fluctuate daily, with new members moving to town, old ones leaving, others claiming membership one day and renouncing it the next.

Las Cruces’ estimated 26 gangs have mostly misleading (due to frequent migration) geographical names. Members of Central American gang MS-13, Mara Salvatrucha, also occasionally pass through southern New Mexico en route to larger American cities.

Lack of solid numbers

“The lack of a national definition of gang and gang-related crime acceptable to law enforcement and the political establishment compounds the problem,” reports the 2005 FBI National Gang Threat Assessment. “Only estimates of the actual number of gangs and gang members across the United States exist.”

Estimates of gang members in Doña Ana County vary greatly, from several hundred (“very, very conservative”) to “wild estimates” of 3,000, according to Doña Ana Sheriff’s Office investigator John Day.

“We don’t know for sure how many we have,” said Day, though he says it’s standard for 1 percent to 3 percent of any population to be involved in gang activity. Lacking a dedicated statistician like the LCPD, DASO’s gang violence statistics are not as up to date, but the department recorded about 133 gang-related incidents, ranging from property crime to homicide, in 2007.

The Doña Ana County Detention Center does not make public its statistics on how many detainees have gang connections, according to Lt. Patrick Howie. But 44 percent — 298 out of 676 — of the inmates at the Southern New Mexico Correctional Facility in Las Cruces had affiliations with street gangs, according to Deputy Warden German Franco. Those inmates are serving sentences ranging from a year to life on charges from drunken driving to murder.

There’s no official database of gang problems in the schools, but gang-related activity on-campus has decreased from stabbings several years ago to the occasional scuffle and an occasional, baseless, shooting threat, according to Las Cruces Public Schools safety coordinator Todd Gregory.

“They’re there because we’re part of the community that has the gangs and we do see it, but I haven’t noticed any strong patterns or issues consistently within the schools,” Gregory said. “We’re kind of fortunate that they keep it out of the schools as much as possible and take care of business on the streets with each other … If we notice that feeling in the environment, we take care of it; we try to just be proactive with it.”

As should parents, says Jorge Camacho, 28, a former gang member who volunteered with the regional group Operation No Gangs for about a year, after being released from a five-year stint in prison in 2007.
