Federal authorities say the temp agency that supplied an East Stroudsburg factory with undocumented workers in 2007 is involved in an extensive and complicated web of fraud.
They say, in court papers, that H&T Staffing Services, operating under that and other, similar names in Pennsylvania, fraudulently raked in nearly $2.5 million in one year.

Pocono Record: Coverage of the Iridium Illegal Immigrant Raid People involved in the staffing company have been brought through United States Middle District Court of Pennsylvania ever since the June 2007 raid of Iridium Industries in East Stroudsburg.
During the raid at the plastic-container plant, 81 illegal immigrants were arrested by U.S. Immigration and Customs Enforcement. Iridium was not charged in connection with the raid.
The court is currently considering the case of Can Thach. Thach was indicted in September through a joint investigation by ICE, the U.S. Department of Labor, the U.S. Department of Health and Human Services and Pennsylvania State Police.
According to the indictment:
•Thach and others owned, managed and operated labor-leasing or temporary employment companies in Pennsylvania using the name H&T Staffing Services and variations of that name.
•H&T supplied workers to various companies, although Iridium Industries’ Artube division is the only business named in court papers. Iridium paid H&T for the workers provided, and then H&T paid themselves and the workers. At least some of the Iridium workers came through a Wilkes-Barre office of H&T.
•Thach and others cashed checks from Iridum and other companies at check-cashing businesses in Philadelphia. Workers were paid in cash, under the table.
•H&T filed false unemployment compensation and Internal Revenue Service forms to hide that the business employed illegal aliens. “This resulted in significant loss to both the Pennsylvania unemployment compensation fund and the United States Medicare Trust Fund,” the indictment said.
•Thach and others are accused of omitting the names of illegals on quarterly forms required by the Pennsylvania Unemployment Compensation Program. Instead, they used names of family members and friends who did not work for the business, in order to give the business the air of legitimacy, according to the indictment.
Through the unemployment scheme, H&T defrauded the program out of more than $100,000 in taxes, interests and penalties.
Five tax forms were sent to the IRS with false statements, claiming H&T had a small number of employees. The business failed to pay the required Medicare withholdings contributions for employees, resulting in $67,000 in loss to Medicare.
Thach will go on trial in December for conspiracy to commit money laundering and fraud, false statements related to health care matters and transporting illegal aliens.
H&T was more involved in workers’ lives than typical employment agencies. The company transported workers to and from the job. Using profits from the scheme, H&T purchased properties, at least one in Stroudsburg, then harbored illegals in some of the properties, charging them rent.
In November 2008, H&T Staffing owner Jimmy Nguyen pleaded guilty to conspiracy to commit money laundering and conspiracy to defraud state and local governments. Nguyen was sentenced to 70 months in prison. When he gets out, he must repay the nearly $214,000 he owed to the Pennsylvania Unemployment Compensation Program and $345,000 to the U.S. Medicare Trust Fund.
Sufini Alisaito, Hardy Ko and Hew Deng Kong pleaded guilty to conspiracy to transport illegal aliens in connection to the immigration raid. They were each sentenced to two years supervised release.
Details on the accused in the case are sparse because many of the documents are sealed.

One city devises its own immigration policy
MARICELA was eight when, with her parents, she crossed the border from Mexico. Twelve years later, a high-school graduate with an American accent, she is still illegal, unable easily to rent a flat, open a bank account or get a library card. She and the 10,000-12,000 other undocumented immigrants in New Haven, Connecticut, are hoping that a new policy may make their lives better.
As the federal government has proved itself incapable of formulating an immigration policy, local governments are stepping in as they did on health care and the environment. New Haven, home to Yale University, is already considered a sanctuary for illegal immigrants. It offers help in filing federal taxes, and it has ordered its police not to inquire about immigrants’ status. Last week it became the first city to issue its own ID card. All 125,000 residents may have one: legal and illegal, children as well as adults.
The card cannot be used for federal or state services, but it will allow holders to use city beaches and libraries. It can also be used as a debit card at many downtown restaurants and shops, and for parking meters. Two banks, First City and Sovereign, have agreed to accept the card, allowing users to open accounts. Until now, most of the city’s undocumented immigrants were forced either to carry their cash or to hide it at home, making themselves easy targets for muggers and burglars.
These immigrants, mostly from Latin America, make up most of the block-long application queue at city hall. The card costs $10 for adults and $5 for children. The rest of the programme’s costs will be funded by a $250,000 grant from First City.
In June the town’s board of aldermen approved the measure by a vote of 25 to one. Less than two days later, immigration and customs enforcement agents conducted home raids on undocumented immigrants, with 32 arrests. Only five of those arrested had outstanding warrants. John DeStefano, New Haven’s mayor, suspects the raids were in retaliation for the card. Michael Chertoff, the secretary of homeland security, has denied it. Further raids have been suspended.
City officials say the data collected during the application process will be kept confidential. Information will probably not be shared with the federal government unless someone is under criminal investigation. Michael Wishnie, a Yale law professor who has been retained by the city to fight any court challenges, points out the cards are no different from records already possessed by the Internal Revenue Service and by health and welfare agencies.
While cities like New York, Miami and San Francisco are considering adapting similar programmes, others are trying to tighten laws. Last year Hazelton, a small Pennsylvania town, began fining landlords who rent to illegal immigrants and penalising employers for hiring them. On July 26th a federal judge struck down the measure. The ruling has national implications, as 100 other cities have adopted something similar.
New Haven’s anti-immigration groups say the cards violate federal laws against aiding illegal immigration. And they fear the city will be inundated with illegal migrants. But it is not easy to obtain a card. Residents must show valid government-issued photo identification, such as a passport, driving licence or consular document. They must also prove residency in New Haven with two utility bills, a pay stub, tax statements, or documents from health and social-service agencies. About 25-50% of applicants are turned away for not having the papers required. Maricela did not get a card; she could not prove she was a resident of New Haven.

Poverty pimps, community hustlers and clergy bamboozlers have made a good living off the Black people in Minnesota. I have been writing about this for over three years – still today, a few of you still don’t get what’s going on. Now I have to lay some more information on you.
Why haven’t we heard anymore about Annshalike Hamilton – found murdered with her body frozen to a cement garage floor; Quincy Smith, former KMOJ DJ tased to death by the Minneapolis Police Department or Ahmed Guled, a Somali man shot more than 13 times on Golden Valley Road by the MPD. We have to ask ourselves, “How did Gregory Washington, the choir director charged with having sex in the church with a minor – travel under the radar for so long?
Charez Jones, Alisha Neeley – two teenage girls shot dead in the prime of their adolescent lives.
What about Ira Stafford, brutally beat on a traffic stop by the Minneapolis Police, who said they stopped him because his brake lights were not working – later on we find out from a Fox 9 News investigative report, Mr. Stafford’s brake lights worked fine.
All the above incidents have one thing in common: Our community “spokespersons” remained silent.
Like rodeo clowns, the “spokespersons” or people who say they represent the Black community in Minneapolis, Minnesota – are more for show than substance. They have “yielded” in assisting the community, while bowing down to commit acts of “coonery” for the White puppet masters.
In today’s Minnesota Spokesman-Recorder (March 12, 2010), appears a story titled, “What is the Coalition of Black Churches/African American Leadership Summit,” NAACP President Mr. Booker Hodges tells a true tale of financial mismanagement and false representation on the part of the so called Black spokespersons.
Mr. Hodges spotlights two of the notorious “North side Seven” in a revealing article that leaves readers wondering, 1) “what is the Coalition of Black Churches?” 2) “who are the members of the African American Leadership Summit?” (Neither Booker or I got the call.)
Booker weaves a tale of suspense, drama and investigative reporting better than any mainstream media outlet has done in over 40 years, asking in sum, “Who’s really pimpin the community?”
In an excerpt from the article, Mr. Hodges writes:
“The Coalition of Black Churches/African American Leadership Summit started off as Operation Resurrection in the early 1990s. From what we can tell, Operation Resurrection still exists today; I think it operates under the Coalition of Black Churches/African American Leadership Summit. I say “I think” because no one seems to know what the organizational structure of COBC/AALS is. The main figures currently associated with this organization are the Reverends Bill English and Randy Staten. According to news accounts, government documents, and grant-maker publications, this organization has received approximately $4-5 million since 1996. This figure again, like the structure of the organization, is vague and unknown, because some funds were given to Operation Resurrection and some to COBC/AALS.
We contacted all of the churches under the Spokesman-Recorder’s “Service Listing” and asked them if Reverend Staten or Reverend English were pastors at their church or if their church was a member of COBC/AALS. Every one of them who we were able to reach, 90 percent of them, said that neither Staten nor English was a pastor at their congregation, nor were the churches members of COBC/AALS.”

After conducting a 12 month in-depth study of illegal immigrants who committed sex crimes and murders for the time period of January 1999 through April 2006 , it is clear that the U.S. public faces a dangerous threat from sex predators who cross the U.S. borders illegally.
There were 1500 cases analyzed in depth. They included: serial rapes, serial murders, sexual homicides, and child molestation committed by illegal immigrants. Police reports, public records, interviews with police, and media accounts were all included. Offenders were located in 36 states, but it is clear, that the most of the offenders were located in states with the highest numbers of illegal immigrants. California was number one, followed by Texas, Arizona, New Jersey, New York, and Florida. How many are here for a better life and how many are not?
